What we have to propose is the name we give is an improved democracy, an improvement project to solve the people's problem; by an altruistic, scientifically thinking elite, of high social character, policed ​​by a responsible press and morally dignified justice; For a state organization, which more rigidly disciplines this reigning chaos, where today predominates anarchic progress and a retrograde order.
