Great wisdom had Jefferson, Washington, Madson, Franklin, and their companions in adopting presidentialism and not copying the parliamentarism of their British colonizers.

If this were not the case, the United States would never achieve progress in an anarchic form and the power of today. They understood that in America there is no local power for aristocrats and cosmopolitanism is not in keeping with the very traditional and customary practice of the English.

              Countries that imitated England have been doing very poorly.

Parliamentarism results in an absence of government and responsibility.

 Authority is diluted and no one answers for it.

In Brazil, during the Empire, it was a failure. The slave-owning congress, elected to prevent abolition, had to approve it out of hand, under pressure from the liberating movement. Pedro II summed it all up by saying:

                           "It took me fifty years to carry bad governments."

 France was defeated in World War II because Parliament did not approve the creation of the motorized force proposed by De Gaulle. Who answers for that ?. Hundreds of parliamentarians? Nobody. In 9 years, Portugal will go to the 15th government.

             An average of a year and little for each.

 How to manage like this?

 In Italy today it is even worse. 44 offices in 37 years.

In France, from 1870 to 1896, in 26 years, 39 ministries.

    As Augusto Comte says, parliamentarism in France "deeply disturbed the hearts - feelings, the intelligence-spirits, and the characters, developing the habit of corruption, sophistry, and intrigue".

In Brazil, today the spectacle is bleak. Political parties have the sole purpose of conquering power. No idea, no program, no gesture of austerity. In the midst of the economic crisis that affects all social classes, parliamentarians are voting for huge subsidies and unreasonable perks for themselves.

Handing them power will always be a disgrace. Authority and responsibility would disappear.

      What is advisable is strong presidentialism, leaving Congress with budget oversight, accompanied by a Republican Societocratic Constitution.

 The President of the Republic must concentrate on the executive and legislative functions, being responsible to the public opinion. The effective guarantee against abuse of force is freedom of thought and criticism, with the obligation of each one to sign and take responsibility for its manifestation.        There must be a complete separation between the temporal and spiritual powers. Parliamentarism was created to support the fiction of the divine right of an inviolable and hereditary king while limiting its absolute power.

     Authority is unstable in the hands of a cabinet that emphasizes the responsibility of the supreme chief and maybe because he was overthrown, through the dissolution of parliament, when it is not overthrown by parliament itself, subject to fluctuations in political ambitions, often hidden.

Parliamentarism is incompatible with the republican regime where a direct authority is accountable to public opinion. The Republic's propaganda was always accompanied by that of presidentialism.

       Nor is it in keeping with the federative system that would multiply political instability, establishing administrative chaos. How to obtain a predominant opinion in view of the dispersion of local powers?

How to reconcile regional interests, wishing to prevail, with national needs?

 It is not by chance that parliamentary countries are unitary.

Brazilian unity can only be achieved by federalism and this rejects parliamentarism.

This Constitution includes the Judiciary, The Executive, a Budget and Management Chamber - with the presence of active representatives of the Society - Federations / Unions - Employers / Proletarians / Bankers and representatives of the Three Armed Forces, with strategic, tactical and logistical support, to face the governance of a Nation. HUMANITY presents itself as the SUPREME BEING, which regulates feelings, thoughts, and actions; and links men, through Love for the Beautiful, Faith to the True, and Hope in Good and Good.

So we can say that Humanity is the set of converging beings, of the Past, of the Future, and of the Present, that competed, will compete and compete, for the Well-being of Human beings in the kingdom of Mother Earth.
