The bourgeoisie rejects it by
opposing it with the metaphysical notion, which resulted from the dissolution
of the theocratic conception of property. According to this notion, which
economists and jurists defend, the social mass in its almost entirety, composed
of proletarians, must guarantee to each current depository, of any portion, of
the human form, the right to use and abuse everything he owns.
Where could such a right have
originated?
In theocracies, property was
inviolable, because it represented a divine institution: the owner had specific
duties, which resulted from the social role of his caste. The decomposition of
the theocratic regime, giving rise to military societies, broke the
inviolability of property, allowing the confiscation of goods under certain
conditions.
Implicitly, such an institution
proclaimed that Capital belonged to the Fatherland, and made the owner a simple
depositary of the common fortune; leaving each citizen with a great deal of
discretion in the administration of the assets he managed to accumulate,
according to processes considered legitimate (gift, exchange, inheritance and
conquest).
The Middle Ages took another step
in this evolution of the sociocratization of property, through the distinction
between fiefs and alludes, the former implying duties in their possession,
while the latter were considered absolute - without lordly rights.
But since all these
transformations have occurred empirically, the mass of men in general have not
managed to capture in their series a true natural law, which it is now
important for us to apply consciously, instead of blindly suffering its
domination. In any case, Western evolution has constituted an irrefutable
demonstration of the moral and political accuracy of the great positivist
formula, which summarizes the communist demands.
But the truth and morality of
such a principle are no less evident when one examines the way in which Capital
was formed, preserved and developed, and when one examines our individual and
collective organization.
Let us now define the method that
the proletarians believe they should apply to make such a form effective.
Despite the minor differences of
opinion among the various socialist schools, they all agree on resorting to
political expedients to resolve the economic question. That is, they all think
that the means of regulating the use of Capital consists of resorting to
material force: either by the temporal government establishing regulations,
defining the value of wages, determining working hours, setting pensions for
the disabled and the elderly, etc.; or by ceasing all individual appropriation
and transforming all work or services into State Services, or now into services
of the laws of the market or of Globalization, another great deception.
To achieve this last desire, as
stated above, the most coherent and the most violent do not hesitate to
proclaim that the rich should be expropriated by means of a popular revolution,
just as the bourgeoisie dethroned kings, nobles and priests.
The most enlightened propose
gradual expropriation by indirect means.
Now, this method of resolving the
social question is what constitutes the weak point of communism, and has been
the real origin of the ineffectiveness of all efforts attempted by proletarian
workers to date.
The bourgeoisie, aristocrats and
monarchs, who are horrified by the prospect of a workers' insurrection, share
the same belief in the omnipotence of material force.
The proof is that the temporal
governments of the West know no other way to solve the difficulties that

They treat society and man as if

that the proletariats do exactly what the bosses and the temporal governments,
their dominators, do; using the same violent methods that have been used
against them, for their own benefit.
Why should we be indignant at the
material revenges taken by the communists and applaud the atrocities ordered by
Theirs?
For the crimes of despair do not
even deserve compassion, when the perversities of enjoyment provoke enthusiasm.
Is this the best way to recognize
the ineffectiveness of the remedy that is generally invoked against the evils
that afflict Modern Society!?
But preaching the supremacy of
Love and the need for purity, but forgetting to propagate tenderness between
man and Woman; since Woman was responsible for all the misfortune of the sin of
the fruit; and this same Woman, who had no Mother, since she was the daughter
of Adam's rib – due to the male pride of the time; added to the lure of
personal rewards from beyond the grave; and the threat of hellish punishments,
also selfish; transforming herself into an object of worship of a GOD, who
subjected himself to being incarnated in the womb of a poor Virgin; who was
born helpless among humble animals; who spent her life living with the
miserable and despised of society; who suffered through a death that deserves
repulsion, that is, ignominious, decreed by the powerful: However, Catholicism
determined everywhere, an intense cult of Attachment, Veneration and Goodness.
It fought the pride and vanity of the powerful, without damaging their
prestige; and exalted the dignity of the little ones, without making them envious
or rebellious.
He did not preach Progress, that
is, the material improvement of the proletariat; but he supported the
well-being of the Order, that is, of the employers; and with the passing of
time, while the Catholic Faith dominated, Wealth, like all human forces, found
a spontaneous discipline in the outbreak of altruistic instincts, and in the
understanding incessantly exercised by believers over their personal powers.
But the fictitious and selfish character of such a dogma did not allow it to be
maintained forever.
The positive moral elevation
itself, thus systematized, determined by culture, reacted on intelligence and
activity, determining the elaboration of the Positive Faith and the dissolution
of medieval doctrine.
From then on, the intellectual
and moral aberrations of Catholicism increasingly revealed their devastating
influence, which only the wisdom of a priest concerned about his social destiny
could contain.
The consequence was that the West
soon found itself in a situation analogous to that from which the
Catholic-feudal regime had rescued the Roman world; although today it is even
more serious.
The urgency to systematize human
forces was increasingly felt with increasing energy. And since physical
conditions predominate in our constitution, since it is on the corporeal
existence that all moral and intellectual life rests, that is, the Encephalic
life or, better said, the "Human Soul", it was above all due to the
need to regulate material forces that it extended to governments and peoples.
Without going too far back in
search of the spiritual origin of modern anarchy, those who suffer most from
its reactions were concerned only with the immediate discipline of Power and
Capital. In turn, the great and the rich, attending only to their selfishness,
sought to eternalize a situation that would allow them to satisfy all their
whims, without duties of any kind. Hence the emergence of monstrous alliances
between the powerful and the speculative classes: theological, metaphysical and
scientific - against the proletariat, which lives without a home, without a
family, without clothes, without bread and sometimes even without work, in the
midst of the immense resources that Humanity has created for all its children!
Berefore, an examination of the past clearly shows that if the rich and the poor today seek resources to satisfy their aspirations in violent means, both do so because they do not rise to an exact understanding of the social problem. In both camps, the proletariat and the employers, the Catholic principle dominates, according to which man only has selfish instincts, so that nothing is done except out of fear, greed, etc. and, in short, in one word, out of personal interest. With such opinions, nothing is more natural than to seek to satisfy all the suggestions of the grossest instincts of our soul, given the incurable disrepute of theological beliefs. On the other hand, the emergence of corruption and violence in habitual means of discipline becomes inevitable.
Finally, it is common for all
people to have the idea that Society and Man do not spontaneously obey any
Natural Law; so that everything can be achieved through certain wisely
constituted combinations. The spectacle of History seems like chaos; the most
profound transformations are attributed to insignificant, almost imperceptible
reasons.
With such prejudices, how can we
be surprised at the development of anarchic or retrograde theories, whose
collision makes it impossible to establish social and moral harmony?

It
is also important to take into account the dependence of the brain on the body
and the total subordination of our social and moral existence to the material
environment. Only in this way can we understand the great importance of Human
Capital, as a destiny to complete the conditions that the Earth spontaneously
offers us, for the development of our noblest attributes. In this way, work,
that is, the real and useful action of man on the world, presents us as having
as its ultimate objective the guarantee of the expansion of social and moral
life, instead of aiming at purely selfish satisfactions.
Therefore, we easily sense that
only the appreciation of the conditions of cerebral harmony will allow us to
establish industrial activity with dignity, which, otherwise exposed, ends up
being consumed in empirical efforts, more harmful than useful.
The human problem viewed in this
way constitutes scientifically what is called the RELIGIOUS or DOGMATIC
Question.
As for the
Economic Question, it is consequently insoluble if it is not treated as
simply the practical aspect of such a problem. Its solution does not depend,
therefore, on directly material measures ($); it requires first the
coordination of feelings, which drives the activity, and the synthesis of
opinions that clarify it. This synthesis is equally unattainable without the
subordination of Intelligence to Feeling; the latter is the only one that can
give Intelligence the enthusiasm or stimulus and the objective that it lacks. Thus,
it is quite clear that everything ultimately depends on the affective or
sentimental union, that is, on the coordination of our feelings around the
Altruistic instincts, the only principle of all social and moral life.
The above is enough for
well-intentioned souls or those of social and moral choice to be convinced that
the violent bourgeois and dynastic palliatives will at most only succeed in
delaying the proletarian insurrections for a little longer, as long as Positivism
does not prevail.
The explosions will be
increasingly vehement the longer the revolutionary fermentation lasts.
On the other hand, popular unrest
will only accumulate social and moral disasters without satisfying proletarian
needs.
In the midst of all this chaotic
agitation, we have no doubt that the Positivist intellectuals, religious and
political figures, that is, the Disciples of August Comte, who will be the
Apostles of Humanity, will know, like me, at this moment, how to work firmly

forget the synthetic nature of human issues, and to draw the attention of those

Therefore, without having a clear
and consistent notion of Collective Existence, it is not possible to achieve
the solution that the Past has bequeathed to us for our Age, that is, for our
times today.
As we have seen, the industrial
regime tends to replace the military regime of the old civilization, which
should be slow and gradual; but the wrong choice of the operationality of the
Industrial Unpoliced Capitalist system has created extraordinary economic
difficulties, resulting in major military conflicts; apparently indicating
progress, but in reality a great social and moral setback; especially now with
the Disgrace of Unpoliced Financial Capitalism.
As in all human issues, the
political point of view is insufficient to solve current problems; and only the
understanding of high moral principles can determine the just satisfaction of
all the demands of the present situation.
This means that government
decrees will not be enough to solve the difficulties; it is essential to form
common convictions, which react on feelings, modify the acts or actions of the
Human Being.
Such convictions do not suddenly triumph overnight: a long
time passed before the West came to agree on the fact of the roundness of the
Earth, which today would seem to many to be something intuitive.
Due to scientific and
technological education, these common convictions have acquired greater speed:
it was not long ago that Albert Einstein wrote the theory of relativity, and
today's educated people and students do not dispute it; until this subject is
assimilated by the entire population, it will still take a long time for the
majority to be right; this is one of the reasons why democracy is chaotic; in
addition to leveling power among the mediocre, common convictions become highly
conflictual due to the strengthening of selfish feelings. Try to find out
Aristotle's opinion on this metaphysical democratic regime, which is currently
supported by an unpoliced capitalist economic system; which can be used by a
capitalism policed by the State.
The monstrous aberration that is
inherent to us, selfishness, however, requires the decisive intervention of the
highest public powers; especially today, when no one disputes the revolting
immorality of the criminal colonial legacy, with slavery, mainly of blacks and
Indians, in the Americas, and also of the evolution that promoted the various
phases of capitalism, expansionist and selfish, reaching today the current
liberalism capitalism of globalization; yet another monstrosity, which due to
the virtue of capitalist governments, in which their economic efficiency
resides, nevertheless has no social purpose.
The government's objective is to
systematize the reaction of the whole on the parts in the social organism; the
governments of nations, therefore, fail in their destinies; if, violating the
natural laws of Positive Sociology, they persist in making all nations suffer
the serious consequences of a truly condemned institution, which only through
evolution over time, and with the help of Conservatives who will assess, these
new propositions, originating from a New Doctrine, with a view to assisting
such changes, for their own good.
Society, like all existences,
presents certain constant relations of succession and similarity between the
phenomena that occur and are observed in it.
The Laws of Succession express an
invariable relationship between phenomena of different natures, which allows us
to predict the variations of one, according to those of the other; we can
verify this type of Law in mathematics, astronomy, physics, chemistry, biology,
sociology, and in Morality, in the latter; when, for example, the moralist
determines certain acts, exciting or developing certain feelings.
The Laws of Similarity, the
second category of Natural Laws, which establish the relations of similarity
that exist between the observed phenomena, and only serve to broaden the
application of the Laws of Succession, framing such an event, initially supposed
to be distinct, within another more general one, whose Laws of Succession are
already determined.
These relations constitute
sociological laws, and their determination requires the same use that allowed
man to discover physical, chemical and biological laws. Hand in hand with all
investigations into the origin and essential mode of production of phenomena;
therefore, it is necessary to examine the set of facts recorded by History, and
from their comparison, inducing the laws that predict human behavior, in
society and individually.
It is only by observing how
phenomena have occurred until today that we will be able to determine how they

Once these Natural Laws are
determined, they will allow the rational use of our moral, intellectual and
practical forces, in order to provide everyone with the greatest sum of goods
(moral, intellectual and material), according to the merit (capacity, competence,
situation and altruism) of each employer and each proletarian.
Only by proceeding in this way
will the Statesman also be able to raise Politics to the level of rationality
that has already been partially achieved by the industrial arts.
For example, we can mention the engineer who begins to use the set of mathematical and physical laws that govern bodies in order to deduce from this knowledge the construction of machines, buildings, etc. None of the engineers involved in these projects are concerned with whether such laws exist or cease to exist by the will of a Supreme Being; in any case, they exist: that is enough
To violate them is to annihilate
oneself; to submit courageously to their dominion is a sure and unique means of
improving the human situation.
In the same line of reasoning,
let us delve into the analysis of social issues, animated by the same
enthusiasm: and let Love for Humanity be our Faith; but let Enlightened Reason,
that is, Scientific Intelligence, guide our procedure or action.

reasoning, based on scientific intelligence, is not enough to undertake our
social investigations; it is also important to point out the disposition of
mind that should sustain our political conduct.
There was a time when all men
fully believed in the existence of superior beings, governing the world
according to their whims. Thus, in those times, all transformations were
considered possible. It was enough to implore the help of the gods to put an abrupt
end to a plague; or to divide the waters of an unwelcoming sea into walls; see

On the other hand, the gods could
be deaf to the cries of the faithful, or take revenge for their ingratitude.
However, if we do not conceive of
the intervention of a supernatural agent in human phenomena, the most important
part is to resign ourselves to the Slownesses that are inherent in any
practical success. Consider the case of an architect who plans a monument;
first he subjectively idealizes what will materialize objectively; then he
calculates the dimensions, etc. – All this takes considerable time; and once
the conception and calculations are finished, there is still a need to wait a
few days before the realization will satisfy his just anxiety. Minerva never
leaves Jupiter's head; nevertheless, man has the certainty of carrying out the
plans he imagined by submitting himself to the Natural Laws. Now, if relatively
simple phenomena demand such resignation, what should we think of serious
political problems? Therefore, it is not only necessary to extend to
sociological research the scientific reasoning developed in the lower sciences
(mathematics, astronomy, physics and chemistry), but also to introduce into politics
the art of governing – the patient disposition and perseverance to which the
triumphs obtained in the lower arts (poetry, painting, music, sculpture and
architecture) are already due.
The study of History allows us to
discover the laws of the human social and individual organism; knowledge of
these laws ensures the success of our systematic intervention; but it is
essential to have the patience to wait and the firmness to persist, under
penalty of failure.

respective Natural Laws.
Thus, before the social science –
Positive Sociology – was established, societies were organized, and the great
leaders directed, and still, due to ignorance of the scientific propositions of
Auguste Comte, continue to empirically direct the destinies of the populations;
who were and are under their command. As in the previous case, government
resolutions were and are in accordance with the Natural Laws of the Science of
Sociology, although no one knew them, and still does not know them today.
Acrobats-trapezists follow
mechanical laws in their evolution, and guide their movements through them,
although they are unaware of the scientific explanations for their movements.
As society changes, or varies,
over time; and therefore the resolutions taken at a certain time, may no longer
be appropriate after a certain time. In this case, to insist on maintaining the
old provisions is to infringe natural laws, it is to annihilate oneself.
Thus, the conditions of each era
are the determinants of legitimacy; every political measure is legitimate, as
long as the needs of the situation demand it, in accordance with the Natural
Laws that govern society.
It was thus that, contrary to the
will of the people, the Dantonian dictatorship was fully legitimate; and the
bonfires of the Inquisition were a great crime against Humanity, despite being
applauded by almost all the people involved. Legality is constituted by the set
of determinations achieved or accepted by men, in a given era.
What gives strength to legality
is precisely the fact that it almost always approaches legitimacy: this is the
only criterion for the correctness of the resolutions taken by Statesmen.
Therefore, in adopting any
measure, its legitimacy must first be examined, preferably its Natural
Legality.
In short, the assessment of a
political problem requires:
1 Knowledge of the Natural, Social
and Moral Laws, as a basis for the measures to be adopted, in abstract;
2 Examination of the conditions of
each case, to determine the legitimate measures; that is, the appropriate ones;
3 Resignation so as not to
eliminate the consideration of time, which is essential in all Arts, and even
more so in the Art of Politics. Time is the best medicine.

First of all, it is necessary to
recognize that the nature of the environment in which we live, and individual
organization, will determine only the preponderance of activity in collective
existence.
It would
be enough for solid food to require the sophisticated care that occurs with air
and water nutrition, for the aspects of human society to be different, totally
different from today.
In this ideal case, the selfish
instincts, not being strongly stimulated, that is, the most selfish instinct,
that of solid nutrition, would lose energy, according to the law of the
philosophy of exercise; which is part of one of the three laws of Biology –
referring to Animal Life – “in the need for alternatives of exercise and rest”,
characteristic of all life of relationship and movement; and in return, the
peculiar charm of the functioning of the sympathetic organs would be enough to
determine the Altruistic solution of the human problem.
That is, Living for Others would
spontaneously become a Universal objective. Our own institution united with the
nature of the cosmological environment, demands the continuous exercise of
activity, to ensure individual existence. Consequently, determined under the
pressure of selfish impulses, industrial efforts are primitively contrary to
the altruistic solution of the human problem: each one works for himself. Each
one for himself, God for all! Highly selfish preaching of theology.
It now remains to investigate, by
what means, the transformation of a selfish existence into an Altruistic
existence takes place.
The possibility of such a
transformation is based on two Natural Laws, perceived by the genius August Comte:
• The first is Subjective, referring to the Human Being, and
consists of this indisputable fact: each Human Being is capable of producing
more than he consumes;
• The second is Objective, referring to the environment, and
consists of this fact: materials can be preserved beyond the time necessary for
their renewal, as long as man and nature do not alter their biocratic
equilibrium; known today as Ecological Equilibrium.
From these two general facts, or Natural Laws, the positive
theory of Accumulations (Moral, Intellectual and Practical) immediately
results; thus each generation can reserve, for the next, the excess of its
production (Moral, Intellectual and Practical).
In this way, Human Capital (Moral, Intellectual and
Material) was formed, a name happily chosen by the Universal language to
designate the indispensable foundation of collective or social existence.
Thus, the Social use of Capital
requires that its owners (Employers) dedicate their income (profit) to the
maintenance of the Agents who Produce it (Proletarians) and to the acquisition
of their instruments of production, reserving for themselves a known and
determined quota. Only under these conditions can Society guarantee the
Administration of Human Capital to some of its members. However, it is
necessary to establish one point: to demonstrate that there is a need for the
concentration of Capital, as indispensable to the effectiveness of its
collective use; Positivism creates, through the moral principle, respect for
property in the hands of whoever it is, except for the exceptions, too obvious
to be specially mentioned. (Scoundrels, Amorals and Thieves, etc.) The question
is not in whose hands the Human Capital is; but rather what are the means of
moralizing the use of this Capital by the current owner. The suggestion is
that, for this to be accomplished, there must be sufficient pressure, through a
strongly organized public opinion; that is, by means of a DOCTRINE accepted by
almost everyone; and of a power pronounced in the name of this Doctrine,
without material means of coercion.
Throughout the History of
Humanity, Transactions have shown us that they are processed in four ways:
Donation, Exchange, Inheritance and Conquest.
Above all, it is essential that the Employer freely chooses his successor; because only he, more than anyone else, can judge the special conditions essential to the administration of social wealth. The election is carried out in a Sociocratic manner, not democratic.
The need for the concentration of
Capital also results from the Positive Theory of Social Forces; since any
Social Force is collective in its origin, but must be summarized in an
individual organ in order to become effective. To fully understand the reality
of these conceptions, it is enough to consider the pressure currently exerted
by a completely disorganized public opinion. Let us take an example: There is
no law in the country that opposes prostitutes; however, the simple moral
principles, commonly accepted, are sufficient to govern the constitution of
families in each country. The principles that we have just indicated, very
briefly, indicate the path to be followed by Future Statesmen of all Nations of
the World in the solution of the social problem. First of all, the Human Being
cannot be considered the property of anyone; The producer of human capital (the
Proletarian) should never be confused with the product of his work; that is, of
its real and useful action on the outside world.
It is therefore necessary to
separate the false or sophistical considerations from the depraved human
selfishness that institutes measures to attack property. It is therefore a
question of the Incorporation of the Proletariat into Modern Society.

finally destroying the four plagues that plague our lives today. The Positivist
suggestions can be said to be Utopian, but they will never be chimeras; as they
have scientific bases.
